i need to know why we using siftwin32 in sift algorithm pls help me

I'm guessing that you are referring to David Lowe's SIFT keypoint detector.
siftwin32.exe is the Windows executable and they call that with a system command. I'm sure they could have written it all in MATLAB, but they decided to do it that way. Perhaps they just provided the MATLAB wrapper as an afterthought. Or maybe MATLAB provides the best environment to call the executable from. Those things you will have to ask the author.
