One way using MAT2TILES ( Available Here )
>> A=rand(24); mat2tiles(A,[8,8])
ans =
[8x8 double] [8x8 double] [8x8 double]
[8x8 double] [8x8 double] [8x8 double]
[8x8 double] [8x8 double] [8x8 double]

The function blockproc in the Image Processing Toolbox maybe a natural fit if you would like to do process the image in blocks.
