Check which input matrix has more elements. Return "1" if matrix A has more elements than matrix B. Otherwise return "0".
Example
A = [ 1 2 3 4 5; 5 9 3 0 9 ]
B = [ 1 2 4; 8 9 2 ]
CompareMatrix(A,B)
ans=1
Matrix A has 10 elements. Matrix B has 6. Ans=1.
